Most candidates treat the skills section as a list. They dump every technology, tool, and soft skill they can think of into a comma-separated block at the bottom of the resume and consider it done. The assumption is that more skills listed means more matches, which means a higher score. The actual scoring mechanics are more nuanced than that, and misunderstanding them costs candidates points they could easily recover.
The skills component carries 25% of the total ATS score in our scoring model. That is the second-highest weight after keywords (40%). Yet in our production data, skills is consistently the component where the gap between what candidates could score and what they actually score is the widest. The problem is not that candidates lack skills. It is that they present skills in ways the scorer cannot fully evaluate.
This analysis examines skills section formatting and scoring across our 22 base resumes and 24 optimization pairs. We cataloged how each resume presented skills (dedicated section, inline only, or hybrid), the format used (comma-separated, categorized, proficiency-rated), and compared skills component scores across formatting approaches.
Skills scoring in our deterministic-v2-semantic model evaluates both the presence of skill terms and the contextual evidence of skill application. A skill listed in a skills section and demonstrated in an experience bullet receives a stronger signal than a skill that appears in only one location.
How the skills scorer actually evaluates your skills section
The skills component does not simply count how many skill terms from the job description appear on your resume. It evaluates skills through multiple signals, and the strength of each signal depends on how and where the skill appears.
Skills scoring signal hierarchy
This is the gold standard. The skills section establishes that you claim the skill. The experience section provides evidence that you have applied it. The scorer receives two reinforcing signals.
If a bullet point clearly demonstrates a skill ('built a CI/CD pipeline using Jenkins'), the scorer can extract the skill even without a dedicated listing. But it depends on the scorer's ability to infer skill names from prose.
The skill is acknowledged but not supported. The scorer registers the match but with less confidence. This is where most candidates lose points: they list skills without backing them up.
A skill name that appears in a sentence but is not the focus of the statement ('familiar with various tools including Python') provides a weak signal. The scorer may partially match it but with low confidence.
The hierarchy explains a counterintuitive pattern in our data: resumes with fewer listed skills sometimes outscored resumes with more listed skills. The resume with fewer skills had backed each one with experience evidence, producing stronger signals. The resume with more skills had listed them as a keyword dump, producing moderate signals across the board.
Skills section formats and how they score
We observed three main approaches to skills section formatting in our dataset. Each has different scoring characteristics.

The 5-point gap between flat lists (12/25) and hybrid approaches (17/25) is significant. On a 100-point scale, that 5-point difference in the skills component translates to a total score difference of about 5 points (since skills carry 25% weight, and 5/25 * 25 = 5). As we showed in our rejection gap analysis, 5 points can be the difference between rejection and advancement.
The three most common skills section mistakes in our data
Mistake 1: Listing skills the job description does not ask for
Candidates list every skill they have ever used. But the skills scorer evaluates against the job description, not against a universal skill list. A skill that is not in the JD contributes nothing to the skills score. It just takes space from skills that would score.
JD asks for Python and SQL. Resume lists 15 skills including 'Microsoft Word' and 'Public Speaking' before getting to Python.
Review the job description and prioritize skills that appear in it. Other skills can be included but should not dominate the section.
Mistake 2: Using different terminology than the job description
The JD says 'project management' and the resume says 'managed projects.' The JD says 'data visualization' and the resume says 'created charts and dashboards.' Close enough for a human, not always close enough for the scorer.
JD: 'experience with CI/CD pipelines.' Resume: 'automated deployments.' Same skill, different vocabulary, weaker match.
Mirror the exact phrases from the job description when listing skills. If the JD says 'stakeholder management,' use 'stakeholder management,' not 'client relationship building.'
Mistake 3: Listing skills without any experience evidence
The skills section says 'Python' but no experience bullet mentions Python. The scorer registers a moderate signal but not a strong one. For competitive roles where every point matters, the missing evidence leaves score on the table.
Skills: Python, Machine Learning, Deep Learning. Experience: No mention of any of these in any bullet point.
For every skill you list, ensure at least one experience bullet demonstrates it. 'Built automated data pipeline using Python and Apache Airflow' provides evidence for two listed skills in one bullet.
Why skills scores improve less than keyword scores during optimization
In our anatomy of optimization research, we documented that keywords improve dramatically during optimization (from an average of 11 to 93 on a 0-100 subscale) while skills improve modestly (from 43 to 51). The skills component is harder to move because it requires contextual evidence, not just term presence. You can inject a keyword into a bullet point. You cannot inject evidence of skill application as easily.
This is why getting the skills section right before optimization matters. Optimization tools can improve keyword coverage efficiently. Skills improvement requires more deliberate work: restructuring bullet points to demonstrate skills, ensuring the skills section and experience section reinforce each other, and prioritizing the skills that the job description emphasizes.

How to structure a skills section that scores well
Read the JD and identify every skill it mentions. These are the skills that will be scored. Everything else is secondary.
If the JD says 'stakeholder management,' list 'Stakeholder Management,' not a synonym. Mirror the language.
Technical, functional, and domain-specific categories help the parser classify skills and read more professionally than a flat dump.
For each skill you list, ensure at least one bullet in your experience section demonstrates it in practice with a specific accomplishment.
After the summary, before experience. This gives the skills scorer clean, structured input early in the document.
This approach combines our findings on section positioning (skills before experience scores better) with the signal hierarchy documented in this article (listed plus demonstrated produces the strongest signal). It is more work than a keyword dump, but the scoring difference is measurable.
Full methodology
Dataset: 22 base resumes and 24 optimization pairs from our production pipeline. Skills section format was manually categorized for each resume.
Format categorization: Three categories: flat list (comma-separated, no categories), categorized (skills grouped by type), and hybrid (skills section plus experience reinforcement). Assignment was based on the dominant pattern in each resume.
Signal analysis: The signal hierarchy is based on how our deterministic-v2-semantic scorer weights skill mentions depending on context. Listed-and-demonstrated skills receive the full signal strength; listed-only skills receive partial credit.
Limitations: The three-format categorization is a simplification; some resumes blend approaches. The average scores by format type may be partially confounded by resume quality differences between the groups. Results are specific to our scoring model.
